First, it is to learn and know the word (the meaning of it). Then, it is to learn and know its spelling. That should be the way to lean the English vocabularies. As a matter of fact, it is getting less important to know how to spell the word as Microsoft Word has the spelling check to tell you how to spell it. Say, the word "cat". I know it is called "cat". But I do not know whether it is "cat" or "kat"? So, I need to learn the spelling.
The difficulty for most of the non-native speaker is that, they need to mix these two stages together, and use a very much mechanical way to memorise these vocabularies, which have superficial kind of meaning to him or her. So, sooner or later, the brain forgets it.
