The new global referral bonus policy is effective as of April 10, 2017.
You can use either 'as of' or 'from', but not 'as from'.

however, now is hard to track the time when the referral occured.
In this case, it is better to say:
"However, now it is difficult to track the exact date of referral."

I suggest to take referree’s start date 2017/5/8 as the cut point between the new policy and old policy.
You can make the sentence a little more fluent with adjustments like this:
"I suggest to mark the referree's start date (2017/5/8) as the cutoff date between the old and new policy."
(In English, we usually say 'old and new' rather than 'new and old'.)

The new global referral bonus policy is effective from April 10, 2017. A one-month grace period is recommended. The last date for the old policy will hence be May 8, 2017.

你有很多字也串錯了。例如 referee.

還有the old and the new policies應用複數。

冠詞使用規則複雜難以盡說,不過任何一本英語教科書也應有說明。

簡單而言任何一般的、非特指的單數名詞也要有冠詞。所以本句中的冠詞不能略去。

還有事先難以預測何時會有轉介,已經意涵在一個月寬限期在內,所以本來不用明說,我也沒有翻譯。
